1. Motor Rotor and Stator Assemblies
Assemblies where magnets are embedded, built-in, or surface-mounted onto iron cores/steel plates, or assemblies integrated to varying degrees with components such as shafts, bearings, outer sleeves, fans, gears, dynamic balance plates, and encoders, fall under the category of deeply processed products and are generally not subject to the control scope of Announcement No. 18.
2. Sensors and Related Parts/Assemblies
Sensors, or sensor parts and assemblies integrated to varying degrees with chips, circuit boards, brackets, pins, magnets, etc., which have been molded through injection molding or other processes, fall under the category of deeply processed products and are generally not subject to the control scope of Announcement No. 18.
3. Other Rare Earth-Related Downstream Products
Rare-earth-based catalytic functional materials such as catalyst powders, which have undergone calcination, are generally not subject to the control scope of Announcement No. 18.
“Phosphors containing gallium oxide” are not considered controlled items related to gallium oxide (it has already been clarified that phosphors and other rare-earth-based luminescent materials are generally not subject to the control scope of Announcement No. 18).
Downstream products containing magnetic functional components (including samarium–cobalt permanent magnet materials, terbium-containing NdFeB permanent magnet materials, or dysprosium-containing NdFeB permanent magnet materials)—such as plastic magnetic building blocks, magnetic phone backplates, magnetic phone cases, magnetic chargers, magnetic protective shells, quick-release magnetic back clips, tablet stands, anti-theft tag unlockers, electromagnetic clamps, and machine fixtures—are generally not subject to the control scope of Announcement No. 18.
